The USAID Huguka Dukore Akazi Kanoze (HDAK) activity, has handed over the TVET Level 2 Training Manuals to Rwanda Polytechnic, during an event that took place in Kigali on November, 19, 2020.

The 52 training manuals for TVET Level 2 programs were developed with the technical and financial assistance of USAID Huguka Dukore Akazi Kanoze ; under the guidance of and in collaboration with Rwanda Polytechnic to enable the vertical progression of students at TVET Level 1 to Level 2 and to set a strong foundation for those who are willing to continue with other subsequent TVET levels.

The TVET Level 2 program will enable thousands of youth who previously were constrained by the 9-Years Basic Education (9YBE) entry requirements to access formal and quality TVET programs and eventually upgrade their skills for better employment.

'It was a necessity, in the TVET curriculum we had level 1 and we jumped to level 3, when the students leave the ordinary level, and go to vocational training. The level one is that level of people who have not been able to access learning opportunities including illiterate ones. Between level one and level three you could see a gap, as many people drop out of schools and want to do another step forward but they end up in the middle', Dr. James Gashumba, Vice Chancellor of Rwanda Polytechnic, said.

'We are grateful to USAID for helping us develop a curriculum including basic education, basic skills and hands-on skills. It was something we really needed, given there is a large number of primary school graduates who do not continue in high school. This level 2 will help us find them, bring them back and learn, go to the job market and make a difference', he added.

Dr Gashumba said that this is a formal training that will last a year, covering important subjects including functional literacy and numeracy, basic sciences, soft skills and entrepreneurship, and six agriculture-related vocational programs.

Rwanda Polytechnic with the support of USAID Huguka Dukore Akazi Kanoze will pilot the TVET Level 2 materials in ten selected TVET schools in the 2020-2021 school calendar; with an eventual scale-up nationwide in subsequent years.

Gronhovd Luann, the USAID Rwanda representative in charge of education

'This is a milestone in the partnership between USAID, the government of Rwanda and partners in this sector to promote youth's development and employment. USAID like the government of Rwanda views youths as key part of Rwanda's human capital and also contributors to the Rwanda's future self-reliance. For youths to meaningfully contribute to Rwanda's development, they need all possible support to ensure they have access to resources including skills to be inclusive to the job market', Gronhovd Luann, the USAID Rwanda representative in charge of education, said.

The United States Agency for International Development (USAID) is the foreign assistance agency of the United States Government.

USAID supports $129 million of development assistance annually to Rwanda, with programs in health, economic development, education, and democracy and governance.

Huguka Dukore Akazi Kanoze is a five-year (2016-2021) USAID-funded activity, implemented by the Education Development Center (EDC), in collaboration with the Government of Rwanda through the Ministry of Education and the Private Sector. USAID HDAK is targeting vulnerable youth who dropped out of school and are currently unemployed.

It will reach 40,000 Rwandan youth with market-relevant employability skills and links to job placements and self-employment.
