The 2020 edition of the Mo Ibrahim Index of Governance in Africa (IIAG) has ranked Rwanda at 11th place out of 54 selected in terms of good governance with a score of 60.5% of overall points.
Mauritius ranks the best performer with a top score of 77.2% and is followed by Cape Verde (73.1%) Seychelles (72.3%), Tunisia (70.4%) Botswana (66.9%) South Africa (65.8%), Namibia (65.1%), Ghana (64.3%), Senegal (63.2%) and Morocco (61.0%).
Meanwhile, Somalia is ranked 54th and last with an index of 19.2%. According to the report, there has been a general slowdown in progress over the past 5 years.
The 2019 average score for Africa fell for the first time since 2010, while it had either increased or stagnated before. The African average for the Mo Ibrahim Good Governance Index is 48.8 in 2019 compared to 49 out of 100 in 2018, down 0.2 percentage point year over year.
This situation is due to the deterioration of performance in 3 of the 4 categories of the index. It is about participation, respect for the rights and inclusion of citizens; security and the rule of law; and human development.
Between 2010 and 2019, the performance of African countries in terms of human development improved by 3% (51.9 out of 100 in 2019) while that in terms of foundations for economic opportunities increased by 4.1 % (47.8 out of 100 in 2019).
On the other hand, the level of African countries fell by -1.4% in terms of participation, respect for the rights and inclusion of citizens (46.2 out of 100 in 2019), and by -0.7% with regard to security and the rule of law (49.5 out of 100 in 2019). This is due in particular to the political and security crises that have shaken several African countries.
Created in 2006, the Mo Ibrahim foundation named after its founder, has set itself the mission of promoting good governance in Africa.
The Mo Ibrahim Foundation defines governance as the provision of political, social, economic and environmental public goods and services that every citizen has the right to expect from their government, and that a government has the responsibility to deliver to its citizens.
