In an African proverb, there cannot be two bulls in one krall- this is what has been disturbing the Congolese for the past two years, a country that has been running under a coalition government between Joseph Kabila and President Felix Tshisekedi.
All along, Kabila and Tshisekedi have kept strategizing on how one would influence the other. For Kabila, preferred to remain relevant and influential in this government and indeed he has with a 300-seats strong majority in the lower house of parliament including the speaker in his camp.
President Tshisekedi could not pass any bill in parliament because he only enjoyed a small number of seats. Â He went ahead and strategized through ordering a well-coordinated countrywide consultation from, cultural, moral, economic, and political constituencies in a period of a month dubbed Presidential consultations.
At the end of these consultations, which according to analysts were a means of buying time and a strategy considered soft diplomacy was aimed at pooling all his energy in one fist and punch into the face of Kabila to kick him out. Tshisekedi badly needed to be and act and run the country as a real independent head of state.
Last week President Tshisekedi announced that he was creating a Dean to takeover operations of the parliament as the Speaker Jeanine Mabunda would step aside to pave way for an inquiry into corruption allegations- she is from the Kabila camp and she was the glue to Tshisekedi's failures in parliament.
Jeanine Mabunda made the trip to the People's Palace. She and her other colleagues in the office put forward their defenses in an attempt to turn the tide.
On December 10, a plenary session was summoned to vote for a temporal deans office so that Mabunda would step aside. Tshisekedi camp won the vote as most Pro Kabila MPs switched sides.
'For the entire Congolese people, this is a day of liberation. Because with the fall of the President of the National Assembly, it is the FCC majority that has just been overthrown, and beautifully. With 281 votes, there is a gap of 83 votes, which is a huge gap. For us, it is a feeling of pride for all the work done, 'reacted Christian Mwando, deputy of the coalition of Moïse Katumbi, who joined forces with President Felix Tshisekedi.
However, this unexpected victory only embodies the beginning of a long battle within the National Assembly. Indeed, the fall of the President of the Lower House of Parliament will lead to another vote to elect a new President. And within Joseph Kabila's coalition, several senior officials say that nothing is lost.
'There are FCC MPs who voted against Mabunda. But that does not mean that the majority has shifted. Wait the next few days, you will realize it, 'a PPRD executive said.
President Tshisekedi and his new coalition will therefore have other battles to wage within the National Assembly.
In addition to the replacement of the president of the lower house, there is the case of the Prime Minister from Kabila's coalition who refuses to resign, despite the request of the Congolese Head of State and it is precisely the National Assembly that can oust him, but only after setting up a new office.
